Recommendation:
That City Council direct the Council Executive to retain outside Counsel for the purpose of drafting an ordinance that will provide procedures for the City Charter authorized ability to inquire and investigate (City Charter 4.02(a)(3)) and that City Council authorize the Council President to enter into an agreement with said Counsel for an amount not to exceed $7,500 per month for a maximum period of three months.

Further, that City Council authorize the Mayor to take all actions necessary relating to the execution of this MOA. Finally, that City Council adopt a Resolution of support and a supplemental budget resolution to appropriate the grant funds.

Recommendation:
That City Council authorize the Mayor to execute acceptance of the Florida Department of Transportation Joint Participation Agreement #42030029401 in the amount of $800,000; #42960929401 in the amount of $1,500,000 and #42960939401 in the amount of $675,305 for construction funding for a taxiway connector at the Pensacola International Airport. Further, that City Council approve the grant resolution and authorize the Mayor to take all actions necessary relating to the finalization of the grants. Also, that City Council approve the supplemental budget resolution appropriating the grant funds.

FLORIDA DEPARTMENT OF TRANSPORTATION JOINT PARTICIPATION AGREEMENT - AIR COMMERCE SITE 1A TAXIWAY CONSTRUCTIONRecommendation:
That City Council authorize the Mayor to execute acceptance of the Florida Department of Transportation Joint Participation Agreement #42030029401 in the amount of $800,000; #42960929401 in the amount of $1,500,000 and #42960939401 in the amount of $675,305 for construction funding for a taxiway connector at the Pensacola International Airport. Further, that City Council approve the grant resolution and authorize the Mayor to take all actions necessary relating to the finalization of the grants. Also, that City Council approve the supplemental budget resolution appropriating the grant funds.

Further, that City Council approve the attached supplemental budget resolution transferring the funds between these two projects.

Recommendation:
That City Council discuss Human Resources policies governing non-bargaining unit employees in
the City of Pensacola.
26. COMMUNICATION DURING EMERGENCY SITUATIONS BETWEEN THE MAYOR'S OFFICE AND CITY COUNCIL
Request:
That City Council discuss the communications, or lack thereof, between the Mayor's Office and
the City Council during emergency situations; and after such a discussion, determine what course
of action needs be taken in order to enhance, improve and increase the information gathering and
sharing between the Mayor's Office and the governing body (the City Council) of the City of
Pensacola.
Specifically addressing the following:
1. After the last emergency event (the Tornado of 2-23-16) why didn't the Mayor and City Administrator have accurate information until mid-morning the following day?
2. Who was in the Emergency Command Center representing the City of Pensacola?
3. Why was accurate information not relayed to the Mayor and/or City Administrator?
4. Why was information not relayed to the City Council in a timely manner?
5. During emergency events, who is in charge on behalf of the City of Pensacola?
6. Who made the assessments of building damage?
7. What are the qualifications of whomever made the assessments?
8. How were the assessments conducted?
9. Are there any ongoing assessments being conducted?
