Recommendation:
That City Council approve engaging Dr. Robert Marbut of Marbut Consulting to assist in
evaluating homeless services in regard to the possible application of ordinances.
AMENDING SECTIONS 3-4-111 AND 3-4-113 OF THE CITY CODE SENIOR CITIZEN HOMESTEAD TAX EXEMPTION
Recommendation:
That City Council amend Sections 3-4-111 and 3-4-113 of the City Code granting an additional $25,000 elderly homestead tax exemption for a total homestead exemption of $50,000 and granting an additional elderly homestead exemption in the amount of the assessed value of the property for any person who has legal or equitable title to real estate with a just value less than $250,000 and maintains thereon the permanent residence of such owner for at least 25 years, who has attained age 65 and whose household income does not exceed $20,680.

That City Council members submit individual performance evaluations of Dr. Lila Cox, Council Executive, to the Mayor by April 17, 2014. Direct the City Administrator to request the assistance of the Human Resources Administrator to distribute, collect and summarize the evaluation forms and present to the Council as directed.

Recommendation:
That the City Council approve the ranking and recommendation of award by the selection committee for RFP #14-007 Englewood Tower Replacement for the replacement of the Englewood Public Safety Communication Tower to Expert Construction Managers, Inc. of Brandon, Florida, providing the highest ranked proposal with a proposed construction cost of $994,000. Further, that City Council adopt the supplemental budget resolution appropriating additional funds for this project and authorize the Mayor to negotiate and execute a final contract with Expert Construction Managers, Inc.
