Item 4 & 5 - 4) Discussion of Potential Charter Amendments for inclusion on the 2016 General Election Ballot.
Potential discussion items:
a) That City Council confirm the appointment of the City Administrator.
b) That City Council determines the organization of the City.
c) That City Council confirms/consents to hiring/firing of department heads.
d) That the City Council President & Vice President be selected on a rotation basis by district.
e) Reduction in the size of Council from seven (7) to five (5).
f) Removal of Resolution veto power.
g) Creation of an independent personnel board.
h) Repeal the Charter and reinstate the former Charter creating again a Council-Manager form of government/with an elected Mayor who is a member of the Council and reducing the number of Council members to five districts.
i) Requiring the Mayor to be a member of the City Council. This would mean that the Mayor could not talk to and lobby Council members about matters to come before Council. The Mayor would have to attend Council meetings and would not have veto power over ordinances and resolutions.
j) Amendment establishing an Ethics Anti-Corruption Code, Board, Office and Campaign Finance Program.
k) That City Council appoint the City Clerk and the City Attorney.
