Recommendation:
That City Council award a contract for construction of the 2013 Street Reconstruction Project to APAC Mid-South, Inc., Pensacola, Florida, the lowest and most responsible bidder with a base bid of $397,658.00 plus a 10% contingency.

That City Council approve the funding of eleven Pensacola Community Initiatives Program (PCIP) grant applications totaling $68,849.00; approve a License to Use Right of Way for the North Hill Preservation Association; approve the renaming of the program to Pensacola Neighborhood Challenge Grant and increase the value of program volunteer hours.
